    The presenter is James Reed who has worked in Wyoming’s unemployment insurance program since 1985.  From that time, until 1996 he served in the positions of Eligibility/Liability Reviewer, Employment Services Specialist, Adjudicator and Hearing Officer.  Mr. Reed began his tenure as Chief Hearing Officer for the Department of Employment in 1996.  In 2011, the Department of Employment merged with the Department of Workforce Services.  In the  reorganization that followed, the appeals section became the Division of Appeals within the Department of Workforce Services.  Mr. Reed is currently the Deputy Administrator for the Division of Appeals.  He oversees the hearing officers who conduct hearings concerning unemployment insurance as well as other issues such as wage claims.  He is a graduate of the University of Wyoming and has attended courses in administrative law with the National Judicial College.
